Contracting Vehicles

You can choose one of two contracting vehicles. One method utilizes the current OB10 contract with the Department of Veterans Affairs. The other method is to contract directly for OB10 through A&T System's GSA Schedule 70 and their other GWACs.

Leverage The VA Contract For Streamlined Procurement & Contracting

The existing partnership between OB10 and the Department of Veterans Affairs Financial Services Center (VAFSC) may be leveraged to streamline the procurement and contracting process. Federal agencies interested in the OB10 electronic invoicing solution may have the option of using the existing VAFSC contractual agreement for electronic invoicing services (Contract Number GS-35F-4003D), in lieu of a new procurement and contracting process. Federal agencies may also choose to utilize a Franchise Agreement with the VAFSC for OB10 electronic invoicing services. This agreement is authorized pursuant to the "Government Management Reform Act of 1994", Public Law, 103-56, the "Federal Acquisition Regulations of 1984," as amended and/or modified, specifically the "Competition on Contracting Act". Both of these options eliminate much of the time, effort, and cost associated with other procurement and contracting processes, while maintaining compliance with all federal government rules and regulations.

Contract Directly With OB10

A&T Systems (www.ats.com) is the prime contractor for OB10's Federal e-Invoicing service (GSA Schedule GS-35F-4003D). A&T Systems Inc., based in Silver Spring, Maryland, specializes in Information Technology Solutions, Telecom and e-Solutions. Most of the agencies of the Federal Government, including the Department of Veterans Affairs, are clients of A&T Systems.
